Hang the veil under the clasps and bring the ark of the testimony there behind the veil, so the veil will make a separation for you between the holy place and the most holy place. Put the mercy seat on the ark of the testimony in the most holy place. - Exodus 26:33-34

As Moses was speaking with God( face-to-face), he was instructed to build a tabernacle that would act as an effective "barrier" between the regular Israelite and God's holy presence. The Great High Priest himself would only be allowed to go beyond the veil, into the most holy place, into God's presence, once each year, under some very strict rules and conditions. Even Moses couldn't go there.
Of course, Moses' relationship with God was unique, but with the privilege that Moses "enjoyed" came great responsibility and when he later acted of his own accord, even Moses was denied entry to the Promised Land.
Make no mistake. God is holy and He should be both feared and revered. To be in His presence is no minor thing. It is an unimaginable privilege made possible for anyone who will trust in His Son, made possible by unimaginable grace.
